Location : Greater Philadelphia, PA Type : Direct Hire / Full Time / Salaried Key Role Description The Pipeline Engineer sustains project management and integrity management for reliable operations in compliance with all Federal and State Pipeline Regulations. Performs front-end studies, cost estimates, detailed design, and construction support of gathering and transmission pipelines & tanks. Assumes responsibility for pipeline engineering and project management including scope, estimates, schedule, budget, and communication with property owners and other refinery engineering teams. Responsibilities Ensure compliance with federal, state, local regulations, company policy, required integrity inspections, and industry best practices. Demonstrate safety excellence as pipeline safety management system (PSMS) owner; manage risk and action item closure. Manage projects from development through completion: bidding, permitting, easements, contractor oversight, budgeting, forecasting, change management, field implementation, and documentation closure. Own the Geographic Information System (GIS) and maintain updates using risk studies, field investigation reports, cathodic protection, and other data. Steward OpEx/CapEx budgeting and interface with marketing and project management oversight. Prepare and maintain design basis, planning, scheduling, and cost estimates. Develop specifications and drawings for construction using engineering standards. Prepare bid documents for materials, equipment, and construction. Review vendor drawings and bids for specifications compliance. Consult with construction personnel on design constructability and scheduling. Interface with client technical personnel on design items. Provide technical support and observation services during design and construction. Respond to Design One calls and frequent interactions with operation, maintenance, and regulatory leads. Monitor project team work to ensure compliance with company procedures. Recommend system operational improvements via capital and expense projects and perform budget reforecasting. Participate in emergency response activities, maintain IC-300 training, and act as Planning Section Chief 24/7/365 when needed. Promote safety culture and ensure emergency and safety procedures comply with DOT and PSMS regulations. Experience and Skills Minimum Qualifications Technical Knowledge – demonstrates the specific skills necessary for assignments. Minimum of 5 years pipeline experience in a high-risk industry. Bachelor’s degree in a technical discipline or equivalent project/engineering experience. Proficient in Microsoft Office; prior experience with Maximo & GIS System preferred. Successful completion of small or mid-cap projects (schedule/cost). Proficiency in all role-specific competencies.
